spl: opensbi: convert scratch options to config

Convert hardcoded "opensbi_info.options" to config provided value, this
allows changing options passed to OpenSBI.

SPL_OPENSBI_SCRATCH_OPTIONS is defaulted to SBI_SCRATCH_NO_BOOT_PRINTS.
