See commit 07730ff3 "treewide: add support for "lto" in PKG_BUILD_FLAGS"
on the main repository.
Note: Some packages only added `-flto` to CFLAGS and not LDFLAGS. This
fixes it and properly enables LTO.

This package uses the macro
AC_PROG_LEX(yywrap)
which in new versions of GNU Autoconf
specifically looks for the yywrap function in the libraries,
and considers lex/flex not present if the function is not found.

This either uses it, or falls back on its own implementation.
Removed nls.mk. It's not needed/used.
Added size reduction FLAGS.
Cleaned up for consistency between packages.
