Allow build of libjpeg as a static library as well;
one is provided for libpng and possibly for other
formats as well.

Tested by running make -j 12 and wiping staging/build_dir/target_x

It's faster than regular libjpeg with ASM optimizations for various
platforms. Tests with djpeg indicate that it's twice as fast.
This is meant to replace the regular libjpeg.
