That fix doesn't work fully correct as the egg directory has version 0.0.0.

29da5d65b6 python-dateutil: disable setuptools-scm for build
Fixes https://github.com/openwrt/packages/issues/15988

It seems that the newer setuptools-scm package (6.0.1) has some
Python3-only syntax.
For the 19.07 release, where Python2 is still around this causes the
python-dateutil package to fail to build.

See https://github.com/pypa/setuptools_scm/issues/541

However, removing 'setuptools-scm' from the build also works.
This change does that.

c0f1f32eee python-dateutil: Update packaging and add Python3 version
Update the packaging to use the generic bits by @commodo.
Radicale 2.x requires Python3 and python-dateutils, so
build for Python3 as well.

1476739d5f treewide: use local python-package.mk & python3-package.mk files
This guarantees for the package feeds that
the mk files will always be available for all packages.

Will need to see about external-feed Python packages
a bit later.

treewide: fix incorrect *_BUILD_DEPENDS
Build depends refer to source package names, not binary package names.

In many cases, PKG_BUILD_DEPENDS simply duplicated runtime dependencies of
a source package's binary packages; as the corresponding source packages
are implicitly added as bulid dependencies, PKG_BUILD_DEPENDS can simply be
dropped in these cases. In the other cases, *_BUILD_DEPENDS is fixed to
refer to the correct source package name.

Dependency of mysql-server is adjusted from libncursesw to libncurses
(as libncursesw is a virtual package provided by libncurses), so the build
dependency on ncurses is emitted unconditionally.

68312f49c0 python packages: move all things python under lang/python
I admit this may be be a bit aggressive, but the lang
folder is getting cluttered/filled up with Python, PHP, Perl,
Ruby, etc. packages.

Makes sense to try to group them into per-lang folders.

I took the Pythons.
