unbound: Make ECDSA support explicit

Browse source 
Added a dependency to OPENSSL_WITH_EC to prevent any build failures.

Switched URLs to HTTPS.

Added PKG_CPE_ID for proper CVE tracking.

Some Makefile reorganization for consistency between packages.
