pcre: move pcre from base repository to packages feed
pcre is no longer needed in the base repository. However, some packages
still rely on it in the packages and telephony feed.
Cross-reference to base repository:
e3e6652a550d ("pcre: move package to packages feed")
While working on it remove AUTORELEASE.
