tgt: Pass down TARGET_CPPFLAGS and TARGET_LDFLAGS

Make sure we pass down TARGET_CPPFLAGS and TARGET_LDFLAGS to fix build
with external toolchains that don't automatically search for headers and
libraries in $(STAGING_DIR).
