Jo-Philipp Wich a36807b942 build: fix language dependency handling 
Turn language selection into a tristate, this allows building language
packages without having them included in the image.

OpenWrt luci feed

Description

This is the OpenWrt "luci"-feed containing LuCI - OpenWrt Configuration Interface.

Usage

This feed is enabled by default. To install all its package definitions, run:

./scripts/feeds update luci
./scripts/feeds install -a -p luci
