Jo-Philipp Wich b8ee30589b luci-proto-openconnect: relax key checking
Valid keys may begin/end with `-----BEGIN PRIVATE KEY-----` and
`-----END PRIVATE KEY-----` so make the `RSA` keyword optional.

Fixes: #6319
