Fixes [FS#1118](https://bugs.lede-project.org/index.php?do=details&task_id=1118) Luci chokes on devices that do not have _iptables_ installed with: /usr/lib/lua/luci/dispatcher.lua:460: Failed to execute function dispatcher target for entry '/'.
