luci-lua-runtime: render cbi header/footer templates via ucode runtime
Trigger rendering of CBI header and footer templates via the ucode runtime `include()` in order to ensure that scope data is properly inherited from Lua templates (`cbi/header`) including ucode templates (`header`).
