luci-app-mwan3: remove old /etc/hotplug.d/16-mwancustombak"

Remove old /etc/hotplug.d/15-mwancustombak file use instead
/etc/mwan3.user from the mwan3 base package. The modification could be
done undet "Networke | Load Balancer | Notify"
